REI Institutional Framework
The State Government through the order of the Honorable Governor of the State has constituted the Governing and Steering Committees to supervise the REI work. The REI has a Programme Management Office in place to oversee implementation and coordinate with partners and other stakeholders.
The REI Governing Committee comprises of the following persons.

* Minister of State, Education, Member
* Chief Secretary, Member
* Additional C.S., Development, Member
* Principal Secretary, Education, Convener
* Principal Secretary, Finance, Member

The Governing Committee will decide on major policy issues to ensure that PPP initiatives are aligned with objectives identified for Rajasthan by its Government. The Committee will also define strategies for ensuring success of the project, issue guiding framework for all the stakeholders in project and periodically review the progress of REI.
The committee can request for the presence of any eminent expert as special invited when required. The committee may meet at least once in the year.
The REI Steering Committee comprises of the following persons.

The Steering Committee will be responsible for the following functions.
* Define strategies for –
* Evolving innovative and locally appropriate models of PPPs with a high potential for being scaled up with the objective of improving educational outcomes.
* Enhancing the flow of resources into the educational sector in Rajasthan by structuring suitable projects and creating incentives for increased participation of different stakeholders.
* Deliberate on issues being faced by the partners in the project and work out solutions.
* Track the progress and suggest corrective action, if any.
* Provide inputs for effective supervision and evaluation.
* The Committee can request the presence of any eminent expert as special invitee, if required.
* The committee will meet at least once in 6 months.
The administrative department for the committee would be Department of School Education.
REI Programme Management Unit will be responsible for the following.
* Overall management of the REI
* Filtering proposals for projects and selecting/recommending partnership
* Oversight of implementation of projects
* Helping resolve implementation issues
* Managing relationships with partners
* Ensuring coordination, synergies and communication between programmes, partners and stakeholders.
* Monitoring of ongoing projects
* Evaluation of project impact at the end of project period
* Dissemination of findings
* Building local capacities
* Enabling scaling up where appropriate
The PMU is responsible for facilitating and coordinating partners, carrying out planning, strategy formulation, monitoring and communications for REI. The partners are responsible for driving programme execution and take responsibility for results. Each approved project shall put in place appropriate management structures to ensure delivery.
All REI projects are to be reviewed in the meetings of District Executive Committees of SSA, under the chairmanship of District Collector on quarterly basis. The District level Executive Committees will replace any existing Project Steering Committees with Principal Secretary or any other senior official as its chairperson. This will ensure faster redress of any operational issues at the local level.
All project partners will submit quarterly narrative and financial reports to PMU. The PMU will develop the appropriate monitoring and evaluation format and timeframe for each project in consultation with project partner.
The PMU structure consists of Programme Director (Commissioner), Programme Coordinator (OSD), and Programme Officers – appointed by the Government of Rajasthan. The PMU thus consists of the following persons.

The existing SSA Technical Support Groups provide necessary technical support, advice and guidance to REI as and when required in the implementation of programmes.
